Dr. Fred C. Semitala, MB.Ch.B, M.Med, MPH-Epi, FCP (ECSA), is a Senior Lecturer in the Department of Internal Medicine and the Executive Director of the Makerere University Joint AIDS Program (MJAP). With over 20 years of experience as a Physician and Public Health specialist, Dr. Semitala has expertise in HIV/TB care and programming, capacity building, and implementation research. His research centres on integrating evidence-based interventions into clinical programs to improve outcomes for HIV, HIV/TB, and related comorbidities. Dr. Semitala serves as a Co-Principal Investigator for a Fogarty-funded implementation science research training program at Makerere University and as the Principal Investigator for several NIH-funded projects focused on TB diagnostics and prevention. He is also the Project Director for the Education for Interprofessional HIV Service Delivery in Uganda initiative, which has trained over 1,600 interprofessional practitioners in Uganda and supported numerous international teams in adopting interprofessional principles.
Ms. Dorcas Kiwemba is a distinguished legal and Chartered Governance professional. She holds a bachelor’s degree in law from Makerere University, a post-graduate diploma in Income Tax and revenue Administration and a diploma in Legal practice. As a country legal counsel and Assistant company secretary at Standard Chartered Bank, Ms. Dorcas provides strategic legal guidance and support leveraging her knowledge of law, taxation and governance to drive business success.
Dr. Robert Kalyesubula, MD, FISN(USA), PhD-FRCP(London), is an experienced nephrologist and founder of the African Community Center for Social Sustainability (ACCESS). Dr. Kalyesubula has established himself as a leading expert in kidney disease management and community health. After completing his medical training in Uganda and a nephrology fellowship at Yale University, he has become a prominent figure in his field.
As an adjunct Associate Clinical Professor at Yale School of Medicine, Dr. Kalyesubula brings his expertise to both academic and clinical settings. His commitment to improving health access for vulnerable communities, particularly in Nakaseke, Uganda, is evident through his work with ACCESS. Through his tireless efforts, Dr. Kalyesubula is making a lasting impact on the lives of countless individuals and communities
Eng. Moses is a seasoned civil Engineer and leader with expertise in urban governance and management holding a bachelor’s in civil engineering at Makerere University and a Post graduate diploma in urban governance and Management, he currently serves as the Africa Regional Director for GWWS Engineers (Cairo) and Country Manager for Abuljebain Engineering Company (Kuwait). With his expertise in civil engineering and urban governance, Moses brings valuable insights and leadership to his roles, driving projects and initiatives that shape Africa’s built environment.
Eric Settuba is an experienced accounting professional with over 20 years of experience in audit and management support services. Holding a Bachelor of Commerce degree from Makerere University and certified as a Certified Public Accountant (CPA) of Kenya, he has established himself as a leader in his field. As the Director of Edes & Associates Consultants Limited, Eric has delivered professional audit services to various government ministries and entities. His expertise spans financial management, auditing, and strategic advisory services. With a strong track record of service on the boards of different organizations, Eric continues to provide valuable insights and guidance to his clients and the wider professional community.
Ms. Milly is driven by a commitment to excellence with a strong ethic and integrity, she inspires and mentors’ others through her leadership journey. Milly holds a degree in social work and Administration from Makerere University and a Post Graduate Diploma in Human Resource Management from UMI. She has over 26 years of experience in financial institutions. She has held leadership positions at FINCA Uganda, Compuscan CRB and UGAFODE, specializing in financial inclusion, credit risk management and human development. Her expertise positions her as a valuable asset to the board, driving organizations growth and excellence.
Mr. James Sewanyana is the co-founder of ACCESS Uganda, working closely with Dr. Robert. Trained as a medical clinical officer, he has played a critical role in expanding health and social support services for the Nakaseke community, focusing on orphans, vulnerable children, and people living with HIV/AIDS.
Rev. Mwandha Micheal is a dedicated Ugandan community activist holding a bachelors in divinity and a diploma in Education. He is clergy who has served in various roles, including teacher, chaplain, and youth coordinator. Currently, he volunteers with the HIV Department at Nakaseke Hospital, where he leverages his passion for supporting vulnerable populations and promoting health and wellness. Through his work, Rev. Michael embodies a spirit of compassion, empathy, and service, inspiring others to join him in making a positive impact in their community
Sr. Koliba Celestina is a seasoned nursing professional with a strong background in healthcare management and administration. Born in 1970 in Northern Uganda, she has dedicated her career to delivering high-quality patient care and leading nursing teams. With a Bachelor’s degree in Nursing Science and a Postgraduate Diploma in Health Management and Administration, Celestina has developed a unique blend of clinical expertise and leadership skills. As the Principal Nursing Officer at Nakaseke Hospital, she plays a pivotal role in shaping nursing practices, managing staff, and ensuring exceptional patient care. Through her work, Sr. Celestina continues to make a positive impact on the healthcare landscape in Uganda.
Katali Estherloy Abaliwano is a Ugandan academic, technology advocate and social development leader born in Kamuli District, Eastern Uganda. She currently serves as the Managing Director of African Community Centre for Social Sustainability (ACCESS), a grassroots organization dedicated to improving community health, education, and economic empowerment in rural Uganda. She also lectures in Business Technology at Makerere University Business School (MUBS), where she mentors future professionals in the intersection of business and digital innovation.
Estherloy holds a strong academic background that bridges technology and education. She earned a Bachelor’s degree in Business Computing from Makerere University and pursued further qualifications including a Postgraduate Diploma in Business Education and another in ICT Policy and Regulations, both from Makerere University Business School. She also holds a Diploma in Network Applications from Makerere University.
Demonstrating a commitment to academic growth and ICT for development, she completed a Master’s degree at ICT University in Cameroon, and is currently pursuing a PhD in Information Systems at the University of South Africa (UNISA). Her doctoral research explores the use of digital technologies for economic empowerment in resource-limited communities.
With a career dedicated to bridging the digital divide, Estherloy is passionate about community-driven innovation, equitable access to health services, and empowering vulnerable populations—especially women—with the tools and knowledge needed to thrive in the digital economy. Her leadership at ACCESS has been instrumental in launching pioneering initiatives such as the Moplesa digital-supported savings system for non-communicable disease (NCD) patients.

Janice R. Levine PhD is the founder and past president of Partners for ACCESS. She is a Clinical Psychologist and former violinist, and currently lives in Maine, USA. Dr. Levine first met Dr. Robert Kalyesubula at a Dalai Lama peace summit in Vancouver Canada, where both attended as invited social entrepreneurs. It was clear that their interests were aligned and that his vision of a comprehensive health care center would benefit from support from an American partnership. Partners for ACCESS was then conceived to be a fundraising and supportive arm of ACCESS. Dr. Levine has been instrumental in creating new partnerships and supporting all aspects of ACCESS’s growth and development since 2009.
Elizabeth is a social impact leader across non-profit, public, and private sectors, and she is drawn to complex problems that call for catalytic intervention to create real, measurable, and responsible impact. She worked with USAID, DFID, and other donors for more than a decade throughout Africa, the Caribbean, and Asia, to develop strategies, build partnerships, and launch new initiatives that empower people to thrive. She has also performed applied policy research in the fields of social policy, racial justice, and human rights with clients in the United States. She is a former Penn Kemble Fellow and holds a master’s degree in public administration from Columbia University’s School of International and Public Affairs and a bachelor’s degree in political science and African studies from McGill University.
